The line comes from The Dark Knight (2008), during the Joker's monologue to Harvey Dent in the hospital. Heath Ledger's Joker explains that nobody panics over "normal" chaos — soldiers dying, millions killed in wars — but introduce a little anarchy and "everybody loses their minds." The quote spread as a meme around 2016–2018, used to mock overblown reactions to minor events.
